Da quando Internet è pubblico gli artisti possono arrivare a creare dei semplici dati o delle opere d’arte, anche se Internet di per sé non è una forma d’arte. È però utilizzato, o almeno all’inizio lo è stato, solo da pochi artisti che creano pagine solo per informare o pubblicare. L’Arte diventa una forma di osservazione e centrale è l’osservazione dell’artista. Il primo contatto con Internet gli artisti lo hanno attraverso il design dell’interfaccia e il risultato dell’incontro con la tecnologia si riflette nelle loro opere.

Da quando Internet è pubblico, gli artisti sono stati coinvolti nel suo concepimento, nella sua visualizzazione e nella sua realizzazione. Gli artisti usano Internet non solo come uno spazio mediatico, ma come uno strumento virtuale per creare dati che possono essere resi su monitor e altri dispositivi di output in nuove opere d’arte. Comunque, Internet di per sé non è una forma d’arte, come la pittura o la scultura. È un esperimento globale di “information and communication technology�?, dove all’inizio pochissimi artisti hanno trovato la loro strada in questo spazio virtuale. Parlando di Internet, qui è inteso non solo il web, ma la visione d’insieme dei siti web che dà l’impressione che la maggior parte degli artisti sta soltanto partecipando nel web. Creano pagine che contengono oggetti multimediali e che sono connesse a questa rete globale per informare o pubblicare. Da quando la tecnologia sta cambiando rapidamente, Internet è in rarissime occasioni una vera materia artistica, usata dall’artista, trasformandola in immagini, testi e altri “trasportatori di contenuti�? di Internet stesso. L’Arte è presentata qui come una forma di osservazione; una scienza è un’altra forma di osservazione. Naturalmente chiunque può delineare collegamenti tra queste 2 sfere concettuali, il loro interesse comune è la tecnologia. Il lavoro qui non è di rappresentazione degli obiettivi, ma riguarda l’osservazione dell’artista di questa rete e la creazione di oggetti che medino la sua osservazione. Riguarda inoltre il linguaggio visivo, l’estensione delle reti e delle loro caratteristiche, aggiungendo nuove idee, codici e applicazioni per la tecnologia dell’informazione e della comunicazione. Il design dell’interfaccia è l’approccio degli artisti a questa tecnologia. L’impatto culturale dell’implementazione della tecnologia nella società è descritta o visualizzata nei loro lavori.
